STATES vs LUCE ET AL.
In
1905 in the Dover Delaware District Federal Circuit Court,
the
District
Judge, Edward C. Bradford, presiding, heard the Lewes
Life
Savings Service station keeper, John A. Clampitt, and Dr.
Henry
Geddings, Commanding Surgeon of the Marine Hospital and
Quarantine
Station at Cape Henlopen testify “ an annoyance from
flies
is a very serious one. It is necessary to screen every inlet and
outlet
as
the flies are so thick the view from those windows is cut off. “
September
26, 1905 , Judge Bradford, ordered that the fish processing
plants
use deodorizers, disinfectants, and other methods to reduce
the
odors.
